to form a Lifelong Learning Sector Skills Council

The Shadow Board of Lifelong Learning UK is seeking your views before
submitting the Full Business Case to the SSDA at the end of July 2004.
The Shadow Board needs to know if the proposals have your support, and
in particular if:
1. the Board is broadly right in the strategic needs that have been identified
2. the proposals for governance and organisation make sense
3. the funding model can be made to work
4. the plans for engaging with employers and stakeholders will work.

SECTOR SKILLS COUNCIL DEVELOPMENTS

Dear Colleagues,
You will be aware that we have recently consulted on a proposal
for an Information & Learning Communities Skills Council. At
the time it was made clear that in the medium term a Lifelong Learning
SSC be established into which ILCSC would be absorbed. For a variety
of reasons this latter proposal has moved up the agenda and is now the
favoured option of the isNTO Board, supported by Charles Clarke, Secretary
of State for Education & Skills and the 3 devolved Administrations.
The following documents outline the Lifelong Learning
proposal and include a questionnaire which I urge you to take the time
and trouble to complete and return.

WHAT DO WE REALLY THINK OF OUR PROFESSIONAL
EDUCATION ? -

This questionnaire
seeks to establish the current education and training infrastructure of
our Sector, and employers’ opinions as to its ability to produce
what they need. Course Providers are also being consulted. We
also take this opportunity to ask you about the nature and extent of any
recruitment difficulties you are experiencing.
A report and recommendations will appear in due course.
This questionnaire is very important to our accurate knowledge of the
Sector.

SKILLS COUNCIL? -

The Government is establishing a new Skills for
Business network to replace the National Training Organisations.
A proposal will be put to the Sector Skills Development
Agency shortly by a group of leading employers. The proposal details and

isNTO is currently carrying out it’s second Skills Foresight
Project, this time looking at the skills needed up to 2009. It is
vitally important that this Project is informed by senior practitioners
in the Sector, to ensure that the data and priorities are accurate. I
therefore urge you to complete the questionnaire

AWARDING BODY FOR ILS
NVQS - posted 22nd February 2002
We are very pleased indeed to announce that we have an Awarding Body
for the Information & Library Services NVQs, at long last. City &
Guilds have re-considered their position in the light of other work they
are doing with us, and are now prepared to become the Awarding Body for
ILS at Level 2 & 3. We will continue to make the case for level 4,
and hope to be able to re-launch that before too long. The City &
Guilds Library & Information Assistant Certificate, amended, has recently
been approved as the Technical Certificate for use in the new Advanced
Modern Apprenticeship framework.
We at isNTO look forward to a close and productive working partnership
with our City & Guilds colleagues.
I understand City & Guilds will be in touch with Assessment Centres
in the near future.
